Inclusion and equality in CLD

'Working and Learning Together' framework

Working and Learning Together to Build Stronger Communities: Scottish Government Guidance for Community Learning and Development sets out the long-term framework for development of community learning and development (CLD) in Scotland and emphasises work with excluded and disadvantaged individuals and communities to achieve the wider involvement of these groups in their communities.

Core values

It also sets out core values for community learning and development practice, which highlight inclusion and equality. These have been restated by the CLD Standards Council for Scotland as follows:

  • Self-determination - respecting the individual and valuing the rights of people to make their own choices.
  • Inclusion - valuing equality of both opportunity and outcome, and challenging discriminatory practice.
  • Empowerment - increasing the ability of individuals and groups to influence issues that affect them and their communities through individual and/or collective action.
  • Working collaboratively - maximising collaborative working relationships in partnerships between the many agencies which contribute to CLD, including collaborative work with participants, learners and communities.
  • Promotion of learning as a lifelong activity - ensuring that individuals are aware of a range of learning opportunities and are able to access relevant options at any stage of their life.

CLD practitioners and equality

Equality is a basic human right and CLD practitioners working with communities will:

  • actively oppose all forms of unlawful or unfair discrimination
  • actively promote good relations and equality of opportunity for all sectors of the community
  • celebrate and value diversity
  • support the development of strong, secure, self reliant, self confident communities free from unlawful discrimination.

Equality and inclusion are also central to achieving the four capacities of Curriculum for Excellence.
